Description / Scope of Work

FESCO Faisalabad invites electronic bids for six related infrastructure contracts totalling approximately 40 million rupees under the 2nd Circle jurisdiction. The works comprise carriage and erection of HT/LT PCC spun hollow poles (31, 36, and 45 feet) from designated and non-designated pole plants; and stringing of HT lines with ACSR conductors, transformer installation (10–200 kVA capacity), stay rods, and structural foundations across divisions including Nazimabad, Ghulam Muhammad Abad, Peoples Colony, Allama Iqbal, Sumundri, and Tandlianwala. All works must comply with PEPCO and WAPDA specifications. Individual tender amounts range from 6 to 8 million rupees with completion periods of 12–16 months. The procurement is advertised through ePADS v2.0 as per Public Procurement Rules 2004.

Eligible bidders must hold a current Pakistan Engineering Council certificate (Category C-6 or above) with specialization codes EE-04 and EE-05, renewed for 2025–26. Contractors must be active tax payers, registered with Punjab Revenue Authority for sales tax, and hold valid FBR registration. Prior experience is mandatory: bidders with completed contracts of similar nature worth at least the tender amount awarded by WAPDA, NTDC, or DISCOs within the past ten years may provide 5 percent performance security; new entrants must provide 10 percent. Bidders must demonstrate cash or cash equivalents equal to 20 percent of contract value plus current commitments via bank statements for the preceding three months. A 2 percent bid security on the tender amount, valid 28 days beyond bid validity, must be submitted from a scheduled bank. Bid validity is 120 days.

Bids prepared according to ePADS v2.0 instructions must be submitted electronically by 12:15 PM on 18 August 2026 and will be opened at 12:45 PM the same day. Manual submission is not accepted. Detailed bidding documents are available on ePADS at the same portal. Enquiries may be directed to the Office of SE (Operation), 2nd Circle FESCO, on or before 10 August 2026. All pages must be numbered, signed, and stamped; conditional bids are not permitted. The evaluation will be conducted by the Evaluation Committee using the Least Cost Based Selection technique in accordance with tender conditions and PPRA regulations.
