Description / Scope of Work
Punjab Information Technology Board (PITB), Government of the Punjab, invites technical consultancy proposals for establishing a secure, scalable, vendor-neutral, and sovereign Government AI Cloud infrastructure. The assignment aims to develop a robust technical architecture enabling advanced digital technologies through Electronic Data Management (EDM) and AI-driven digital services across Punjab government departments. The estimated project value is PKR 9,500,000 and will be executed in Lahore at PITB's offices on the 11th Floor, Arfa Software Technology Park, Ferozepur Road. The consultancy will address Punjab's critical infrastructure gap in high-performance sovereign compute capacity for AI and machine learning workloads, building upon successful pilots of Large Language Models on government datasets with English and Urdu voice interface capabilities.
The procurement follows Punjab Procurement Rules 2014 under Single Stage Two Envelope Bidding Procedure. Bidders must submit separate technical and financial proposals, duly completed, signed, and stamped in full conformity with the RFP document requirements. Bidders are required to accompany proposals with Income/Sales tax registration certificates and all documents mentioned in the Terms of Reference. PITB management reserves the right to reject all bids or proposals at any time prior to acceptance, as provided under Rule-35 of Punjab Procurement Rules 2014.
Proposals must be submitted by 1100 hours on 17th August 2026, with opening scheduled at 1130 hours the same date at PITB offices. A pre-proposal session is arranged for 5th August 2026 at 1100 hours at the 11th floor, PITB. RFP documents are available for free download from www.pitb.gov.pk and www.ppra.punjab.gov.pk.
