For Bidders: Our Analysis PAKISTANTENDER INSIGHT
Independent analysis by PakistanTender — not part of the official notice. Always confirm details against the original tender document.
MOFA is renewing enterprise email licenses for Zimbra Network Edition across government operations. This is a recurring license renewal rather than a one-off purchase, suggesting ongoing annual or multi-year commitments. The two-envelope format indicates technical and financial evaluation will be separated. Bidders should note the emphasis on support escalation and complaint resolution metrics, implying service quality and responsiveness are key evaluation factors. Authorization to supply and support this specific Zimbra product line is a critical pre-requisite; unauthorized or non-certified vendors are unlikely to qualify.
Who can bid: Bidders must typically be registered with relevant Pakistani authorities (NTN/SECP) and should hold or demonstrate ability to obtain authorization from Zimbra/its regional partner to supply Network Edition licenses. The notice specifies a Bid Securing Declaration is required in lieu of traditional bid security. Vendors must demonstrate prior experience in enterprise software licensing and support to meet technical evaluation criteria.
