SNGPL is procuring odourizer, a safety-critical chemical additive for natural gas distribution. The tender uses a formal two-envelope system with extended closing date (now 08 September 2026), suggesting moderate to high competition. Bidders must meet corporate registration and tax compliance requirements and provide detailed technical documentation. The commodity is typically a recurring supply need for utilities; the structure implies SNGPL is open to both international and domestic sources, though delivery timelines and specification compliance will be decisive factors.
Who can bid: Bidders must be registered with SECP (for companies) or possess valid NTN registration. Foreign suppliers must declare local agents. Typically, bidders must provide proof of registration, tax clearance, and authority to bid. No specific PEC or sectoral license mentioned; chemical supplier registration may be required depending on regulatory classification of odourizer.
