Description / Scope of Work
The Livestock & Dairy Development Department, Punjab invites prequalification applications from manufacturers, importers, authorized distributors, dealers and suppliers of veterinary medicines, dewormers and chemicals for procurement through framework contract during the financial year 2026-27. The estimated procurement value is Rs. 3,700 million comprising Rs. 2,700 million for medicines and Rs. 1,000 million for dewormers. The procured items will be supplied to field institutions of the department across Punjab for livestock healthcare and disease management. This prequalification process is conducted under the Punjab e-Procurement System (eP) in accordance with PPRA Rules 2014 (Amended) to ensure transparency, competitiveness and efficiency in the procurement process. The scope includes supply of all registered veterinary medicines, dewormers and related chemicals required by the department's institutions.
Eligible bidders must be duly registered as manufacturers, importers, authorized distributors, dealers or suppliers with relevant government authorities and provide documentary proof. All veterinary medicines, dewormers and chemicals offered must be registered with DRAP or other competent authority. Bidders must possess valid manufacturing, import, sale or distribution/dealer licenses as applicable. Applicants must submit affidavits on PKR 300 judicial paper confirming non-blacklisting status, truthfulness of declarations, and current banking facilities. Registration with Federal Board of Revenue and submission of latest income tax returns for three financial years (FY 2022-23, 2023-24, 2024-25) is mandatory. Bidders must also be registered for Sales Tax (STRN) and provide bank statements demonstrating financial liquidity. Manufacturers are required to submit latest GMP certificates from DRAP and quality management system certifications (QMS or ISO 9001). All participating firms must register on the Punjab e-Procurement System.
Bid documents are available free of cost on the Punjab e-Procurement System (eP) and the official PPRA website. The last date for submission of prequalification documents is 19-08-2026 at 11:00 AM through the Punjab e-Procurement System. Documents will be opened on the same day at 11:30 AM at the Livestock Complex, 16-Cooper Road, Lahore in the presence of procurement committee members. Bidders are strongly advised to upload documents well before the deadline to avoid technical issues.
