The SP/Battalion Commander, Battalion No.2, PC, Rawalpindi invites sealed bids for framework contracts covering eleven categories of procurement and services for the financial year 2026-2027 (until 30 June 2027) on FOR basis with a total estimated cost of 45.3 million rupees. The procurement encompasses office stationery (1.6 million), computer stationery (0.8 million), printing items (0.6 million), miscellaneous and electrical items (1.7 million), furniture repair and fixture services (0.6 million), machinery and equipment repair services (1.5 million), transport items repair services (9.5 million), lubricants and mobile oil (15 million), uniforms and protective clothing (3 million), repair and renovation of government and police buildings (5.5 million), and maintenance of residential buildings and family quarters (5.5 million). The procurement is conducted under Punjab Procurement Rules 2014 (amended) and the 06 March 2024 amendments, applicable to Rawalpindi.
Eligible bidders must be well-reputed and financially sound firms with previous experience in their respective categories and must be registered with Income Tax, Sales Tax and Punjab Sales Tax Departments. Bidders are required to submit a bid security equal to 3 percent of the estimated price of each store in the form of CDR, Demand Draft or Banker's Cheque from a scheduled bank of Pakistan. All bidders must furnish an affidavit on 100 rupee stamp paper confirming they have not been barred, disqualified or blacklisted by any government department or agency. A performance certificate on 500 rupee stamp paper stating non-defaulter status and no criminal involvement is mandatory. Bidders must provide certified copies of NTN, Sales Tax registration, Professional Tax certification, Punjab Sales Tax (on services) returns and Income Tax certification on the firm's letterhead.
Bidding documents are available free of cost from the e-Procurement portal at http://ep.Punjab.gov.pk and the PPRA website. Sealed bids must be submitted in the tender box at Battalion No.02, Punjab Constabulary Rawat, Rawalpindi on 20 August 2026 before 11:00 AM, with attendance register signature required. The tender box will be sealed at 11:30 AM and opened the same day at 11:30 AM in the presence of bidders' representatives. All rates must be inclusive of GST/PST and remain valid until 30 June 2027. Successful bidders must provide samples before order issuance with no quality relaxation, supply items within 7 days of order, and deposit a 5 percent performance guarantee as a bank guarantee or at-call deposit.
