MES Works & Bazar Material Supply Tender – Abbottabad, PMA, Attock (KPK)

Commander Military Engineer Services (Army) Abbottabad invites prequalification applications from contractors and firms for issuance of tender documents for two major categories of works and services within the Area of Responsibility covering GE (A) Abbottabad, GE (A) PMA, AGE (A) Attock and Divisional/Central Stock. The first work package comprises supply of bazar material including electrical and mechanical items plus building and repair materials for military engineering establishments in the KPK region. The second encompasses construction, repair, renovation and maintenance works in building and repair and electrical and mechanical disciplines, alongside repair and maintenance of roads at multiple locations including Abbottabad, PMA, Hunza, Ski, Attock and Mansar. Applications must be submitted within fifteen days of advertisement and will be scrutinized for sufficient experience in relevant fields and satisfaction of special area conditions before tender documents are issued to qualified contractors.

Eligible bidders must be registered with Pakistan Engineering Council (PEC) and hold valid registration certificates in categories A, B, C, D or E on the approved MES contractor list, with demonstrated prior experience in similar works. Contractors shall provide certificates confirming no pending litigation with any Government Department in the Court of Law and no outstanding special reports from the Directorate of Inspection and Evaluation (E-in-C's Branch GHQ). Bidders must have executed works of this type within the preceding two years and provide departmental performance reports from their respective engineers in charge. All contractors are required to provide full credentials including details of previously executed work with agency names, amounts, duration allowed, commencement and completion dates, percentage progress on works in hand, and documented departmental performance evaluations.

Tender documents will be received by the accepting officer by 1130 hours on 20 August 2026 and opened at 1200 hours the same day. Interested contractors may be present at the opening ceremony. The accepting officer reserves the right to accept or reject any tender in accordance with Para 33(i) of PPRA Rules. Rejected tenders will be dealt with as per PPRA procedures. The PPRA tender uploading fee of Rs. 15,000 is payable separately through user ID as per relevant instructions.
