University of Jhang seeks to procure laptops via competitive sealed tender with a 2% bid security requirement. The tender value is approximately Rs.778,050 based on security quantum. This is a straightforward one-off procurement with a tight closing timeline (20 August 2026). The two-envelope format requires technical qualification before financial evaluation; only technically compliant bidders advance to price opening. Firm representation at tender opening is mandatory. The requirement for one year of bank statements and detailed client references suggests the university prefers experienced, financially stable suppliers.
Who can bid: Bidders must hold valid Income Tax Registration and PRA/Sales Tax Registration Certificates. An affidavit on Rs.100 stamp paper confirming non-blacklisting by PPRA and absence of suspension or removal from government/semi-government bodies is compulsory. Typically, vendors of computer equipment in Pakistan must also hold SECP registration if incorporated, though the notice does not explicitly state this requirement.
