Pre-Qualification of 3-Star, 4-Star and 5-Star Hotels for Accommodation Services by PMDC

Pakistan Mineral Development Corporation, an autonomous corporation under the Ministry of Energy (Petroleum Division), Government of Pakistan, invites proposals from qualified hotels for pre-qualification to provide hotel accommodation and allied hospitality services across major cities of Pakistan, including Islamabad, Lahore, Karachi, Peshawar and Quetta. This open framework arrangement will initially run for two years, extendable for one additional year. Hotels must apply separately for each star category (3-star, 4-star, or 5-star) for which they seek pre-qualification, providing valid classification certification. Pre-qualified hotels will enter into long-term framework agreements with PMDC and participate in finalizing detailed Terms of Reference, pricing mechanisms and service levels in consultation with the corporation.

Eligible applicants must possess valid Federal Board of Revenue registration for income tax and sales tax, maintaining active taxpayer status on the FBR Active Taxpayer List. Hotels must demonstrate minimum operational experience of three years for 3-star properties and five years for 4-star and 5-star hotels. Mandatory proof of prior experience serving government, semi-government organizations or large corporate clients is required for a minimum of two clients. Minimum operational capacity requirements include 20 rooms for 3-star, 30 rooms for 4-star, and 50 rooms for 5-star classifications, alongside availability of conference facilities, backup power, modern amenities, attached bathrooms with proper sanitization, 24-hour air conditioning, complimentary WiFi, daily housekeeping, 24-hour reception, parking facilities, and functional security systems including CCTV monitoring.

Hard copies of proposals must be submitted on or before 31 August 2026 at 11:00 AM at PMDC Head Office, Plot 13 Sector H/9, Islamabad, with opening scheduled for 11:30 AM the same date. PMDC is pre-qualifying multiple star-category hotels nationwide for a two-year renewable framework contract to supply accommodation and hospitality services to government staff and guests. This is a recurring engagement with potential for sustained business. Scale ranges from small (3-star, 20 rooms minimum) to large (5-star, 50 rooms). Applicants must already operate in Pakistan's major business cities, hold active tax registration, and prove prior government/corporate clientele. Competition will be multi-city; separate qualification by star-rating reduces bidder overlap.

Who can bid: Hotels must be registered with FBR for income and sales tax, maintaining active taxpayer status. Minimum three years' operational experience required for 3-star properties; five years for 4-star and 5-star. Proof of prior service to government or large corporate entities (minimum two clients) is mandatory. Valid star-classification certification must accompany applications.
