Description / Scope of Work
The Public Procurement Regulatory Authority (PPRA) is seeking to procure non-consultancy services for the selection of an international educational or professional institution to establish a strategic partnership in capacity building of procurement professionals. This procurement is planned for fiscal year 2026-27 with funds already reserved by PPRA, operating from its headquarters in Islamabad, Capital Territory. The initiative aims to strengthen institutional capability in public procurement by partnering with a qualified international academic or professional body that can deliver comprehensive training and development programs to enhance the competence and professionalism of Pakistan's procurement workforce.
Eligible bidders must be registered on the e-Pak Acquisition and Disposal System (EPADS) version 2.0 platform. All bids must be accompanied by bid security in the form of a bank guarantee or bid securing declaration as per the prescribed format. The procurement will follow the Single Stage-One Envelope procedure under Open Competitive Bidding methodology using the Quality and Cost Based Selection (QCBS) technique, in compliance with the Public Procurement Rules 2004 and applicable regulations issued by PPRA.
