Description / Scope of Work
The Southern Dadu Division, Irrigation Department, Government of Sindh, invites electronic bids through the E-Pak Acquisition and Disposal System (EPADS) for the procurement of goods, hiring machinery, and abkalani material along Dadu Canal, Johi Branch and its off-taking channels and systems in the L.S Bund Larkana Schwan Bund area of Southern Dadu Division, Sindh Province. This is an annual rate-contract tender valid up to 30 June 2027, covering materials, goods, machinery hire and skilled or unskilled labour services on an as-needed basis throughout the financial year 2026-27. The tender is open to registered suppliers, contractors and firms enrolled with PPRA and EPPADS. Bidding documents are available for download from the SPPRA EPADS portal at http://portalsindh.eprocure.gov.pk from 24 August 2026.
Eligibility criteria require bidders to submit a company profile, valid PEC certificate, active registration with relevant tax authorities (NTN and SRB), and evidence of similar irrigation or water management work experience on minimum three previous projects with performance certificates from the commissioning authority. Bidders must demonstrate annual turnover matching the estimated cost amount for the previous three years and provide corresponding income tax payment records. Details of equipment, machinery and transport capabilities must also be furnished. A tender fee of PKR 3,000 (non-refundable) and bid security of PKR 3,175,000 in the form of a call deposit or pay order are mandatory, payable to the Executive Engineer Southern Dadu Division on or before the bid submission deadline.
Bidding documents containing full terms and conditions are available for download from http://portalindh.eprocure.gov.pk after 24 August 2026. Electronic bids only, without physical submission, will be received until 10:30 AM on 24 August 2026, with opening scheduled for 11:00 AM the same day. A second attempt will be held on 8 September 2026 if tenders remain unresponded. The method of procurement is Single Stage Two Envelope. All quoted rates must be inclusive of prevailing taxes.
