Description / Scope of Work
The Capital Development Authority (CDA) is inviting electronic bids from eligible bidders registered with the Pakistan Engineering Council (PEC) for the procurement of five major construction and renovation works at the Federal Investigation Agency (FIA) headquarters located in Islamabad, Federal Province. The scope includes renovation and revamping of the main block at FIA Headquarters in Sector G-9/4, construction of a Counter Terrorism Wing in Sector G-9/1, construction of a cafeteria facility in Sector G-9/4, revamping of the Global Interpol Academy in Sector G-9/4, and construction of additional rooms across multiple floors with uplifting of the main block and academy block. These are substantial infrastructure projects serving a federal law enforcement agency, and bids are being processed through the e-Pak Acquisition and Disposal System (EPADS v2.0).
Eligible bidders must be registered with the Pakistan Engineering Council (PEC) and the e-Pak Acquisition and Disposal System (EPADS v2.0). All bids must be accompanied by bid security in the form of a Pay Order or Call Deposit as specified in the respective bidding documents. Bidders are required to register on EPADS v2.0 to participate in the bidding process. The procurement follows the Single Stage-One Envelope procedure using Least Cost Based Selection (LCBS) Technique in accordance with the Public Procurement Rules, 2004 and relevant regulatory guidelines issued by the Authority.
E-Bidding documents containing detailed terms, conditions, specifications and requirements are available on the e-Pak Acquisition and Disposal System at https://vendors.epads.gov.pk/. Electronic bids must be submitted through EPADS v2.0 on or before Monday, 24 August 2026 at 11:30 AM, with opening scheduled for the same day at 12:00 PM. Manual submission of bids will not be entertained. Interested bidders should contact the Dy.
