Description / Scope of Work
The National Vocational and Technical Training Commission (NAVTTC), headquartered in Islamabad, invites applications for pre-qualification of audit firms to provide non-consultancy audit services for NAVTTC programs. This pre-qualification exercise is conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 and is open to all eligible audit firms operating in Pakistan. The pre-qualification process aims to shortlist competent audit service providers who will be eligible to participate in subsequent procurement proceedings for NAVTTC audits. Applicants must be registered on EPADS v2.0 to submit their pre-qualification applications.
Eligible applicants must be audit firms duly registered and operating in Pakistan with demonstrable experience in financial audit and compliance work. Applicants are required to submit comprehensive documentation including evidence of past experience and completed contracts, financial capacity statements, net worth evaluation forms, average annual turnover details, and certifications regarding non-blacklisting status and authentic information. No joint venture arrangements are permitted; only individual audit firm entities may apply. Supporting documents including certificates of registration, tax clearance, and compliance declarations must accompany all applications.
Applications must be submitted through EPADS v2.0 on or before August 26, 2026 at 11:00 AM, with online opening scheduled for 11:30 AM the same day. Pre-qualification documents are available through EPMS/PPRA website and via the NAVTTC Procurement Cell. Interested firms may request additional information from the NAVTTC Internal Audit Section during office hours. For grievance redressal, the Grievance Redressal Committee is available on EPADS v2.0 and the PPRA website. For Bidders: Our Analysis PAKISTANTENDER INSIGHT
Independent analysis by PakistanTender — not part of the official notice. Always confirm details against the original tender document.
NAVTTC is pre-qualifying audit firms for multi-program engagement, signaling repeat or framework-based audit contracts rather than single assignments.
The August 26 deadline is tight (approximately 16 days from publication). No JV participation allowed suggests preference for established independent audit firms. The emphasis on financial capacity and past contract performance indicates NAVTTC values proven delivery track record. Firms with prior government or vocational sector audit experience will be competitively advantaged.
Who can bid: Audit firms registered and operating in Pakistan are eligible. Typical requirements include PEC membership for statutory audit, SECP registration, valid NTN, and tax compliance. Applicants must demonstrate past audit experience, financial capacity, and clean litigation history. No joint ventures permitted; sole firm participation only.
