Description / Scope of Work
Pakistan Railways, a Federal Government Department, invites sealed bids for the procurement of diesel-electric locomotive spares across 19 separate tender packages. The tender encompasses approximately 459 individual spare parts items distributed across multiple tenders, with each package containing between 7 and 27 items. The procurement is conducted under the Single Stage One/Two Envelopes Procedure of Public Procurement Rules 2004, utilizing Least Cost Based Selection technique. Bidders must be original manufacturers, authorized distributors, suppliers or contractors registered with Income Tax and Sales Tax Departments and listed on the Active Taxpayers List of the Federal Board of Revenue. The tenders close between 4 September 2026 and 16 September 2026, with opening scheduled for the same respective dates at 11:00 AM. Terms of delivery are DAP or FOB as specified for each tender.
Eligible bidders must be registered on the EPADS v2.0 e-procurement platform to participate. All bids must be accompanied by bid security in the form of Pay Order, Call at Deposit, Bank Guarantee or a bid securing declaration as specified in the bidding documents. The bidding documents contain detailed specifications, terms and conditions, and are available exclusively through the e-Pak Acquisition and Disposal System at https://epads.gov.pk/opportunities/federal/procurements. Electronic bids must be submitted through EPADS v2.0 on or before each respective closing date and time, with no manual submissions accepted. Bid opening will occur electronically using EPADS v2.0 on the same day as closing. A Grievance Redressal Committee has been constituted for dispute resolution under Rule 48 of Public Procurement Rules 2004, with notification available on both Pakistan Railways and PPRA websites.
