Description / Scope of Work
This Request for Quotation (RFQ-009) seeks qualified vendors to supply, install, integrate and maintain hardware-based Application Delivery Controller (ADC) equipment. The procurement is for Federal Pakistan and includes four ADC appliances designed to support High Availability in both Active-Active and Active-Standby modes across two data centers designated as Primary Site and Disaster Recovery site. The solution must meet stringent Layer 4 and Layer 7 performance specifications including minimum 300,000 L4 connections per second, 1.5 million L4 HTTP requests per second, 15 million concurrent connections, 20 Gbps L4 throughput and 15 Gbps L7 throughput. Each appliance requires 2 x 10G SFP fiber interfaces with future support for 25G connectivity, 480 GB SSD storage (which may be provided via additional external hardware), and comprehensive security features including DDoS mitigation, Web Application Firewall, SSL offload with minimum 10,000 TPS capability at 2048-bit certificate encryption, DNS load balancing and DNS Application Firewall functionality.
Eligible bidders must be established vendors of enterprise-grade ADC solutions with demonstrated capability to deliver, install and provide long-term maintenance services. Bidders should possess relevant vendor certifications and technical expertise in deploying load balancing and application delivery solutions in multi-site disaster recovery environments. The procurement requires on-premise DNS services and Internet link load balancing features. Bidders must be prepared to provide detailed technical specifications, performance benchmarks and references from similar implementations.
Bid documents should be submitted in accordance with the RFQ timeline with closing date of August 17, 2026. Vendors are required to address all clarifications issued in this document dated August 6, 2026, which cover critical requirements including storage flexibility, interface specifications, support duration for hardware and maintenance, and integration with existing security and logging infrastructure. Contact information for technical clarifications and bid submission details should be obtained from the issuing organization's procurement department.

This is a competitive RFQ for four high-performance ADC appliances with enterprise-scale requirements: 1.5M L4 RPS, 15M concurrent connections, 20 Gbps L4 throughput across dual data centers in HA mode.
The clarifications document reveals flexibility on storage (external hardware acceptable) and interface configuration (2x10G SFPs mandatory per device with 25G future-ready support). Critical deliverables include DDoS mitigation, WAF, SSL offload at 10K TPS, and SIEM logging integration via separate appliance. The Aug 17 deadline is firm. Bidders must provide four complete systems with installation, integration and multi-year maintenance.
Who can bid: Bidders should typically be registered with relevant Pakistani authorities (SECP/NTN) and possess vendor certifications from major ADC manufacturers. Enterprise-grade technical support capability and documented experience in deploying similar solutions in multi-site HA configurations is expected. No specific PEC or sectoral restriction is stated in the notice.
