Description / Scope of Work
The Centre of Excellence in Molecular Biology (CEMB), Lahore, located at CEMB-87-West Canal Bank Road, Thokar Niaz Baig, is inviting sealed tenders for the construction of clean room and biotech laboratory facilities. The project comprises seven distinct lots with a combined estimated value of approximately Rs 59.70 million, covering HVAC systems for biotech clean rooms and production lines (Rs 31.20 million), clean room panels (Rs 5.5 million), electrical works (Rs 2.90 million), fire fighting systems (Rs 0.80 million), process and utilities works (Rs 13.3 million), civil and plumbing works (Rs 1.80 million), and furniture and mechanical works (Rs 4.50 million). Bidders may submit proposals for all lots as a single package, any single lot, or multiple lots as preferred.
Eligibility is restricted to registered contractors who are on the active tax payers list (ATC) of the Federal Board of Revenue (FBR). Each bid must be accompanied by bid security equivalent to 2 percent of the estimated price for each lot, or 2 percent of the total amount for single package submissions, to be submitted as a cash deposit receipt (CDR) in the name of the Director CEMB. The bid validity period is 90 days following bid opening, with completion expected within 90 days of commencement. Defect liability is set at 6 months from the completion certificate, retention money at 10 percent of gross work value, and liquidated damages at 0.1 percent per day with a maximum cap of 10 percent of contract price for delays.
Bidders must submit sealed envelopes containing technical and financial bids at the Purchase Section, CEMB, on or before 10 September 2026 at 10:00 AM. Technical bids will be opened at 10:30 AM the same day in the presence of attending bidder representatives. All bids must be uploaded on the e-procurement portal (ePADS).
