Description / Scope of Work
Government City Hospital, Talagang in District Chakwal, Punjab invites electronic bids through the Punjab e-Procurement System for a framework contract for local purchase of medicines and medical devices / surgical disposable items for fiscal year 2026-27. The estimated contract value is PKR 15,000,000 with a contract duration of one year, extendable for three months. This is a single-stage, two-envelope bidding procedure conducted entirely through the Punjab e-Procurement System accessible at https://ep.punjab.gov.pk. The procurement encompasses DRAP-approved medicines from the Local Purchase Formulary and medical devices / surgical disposable items listed in Annexure-B, all of which must comply with the Drugs Act, DRAP regulations, and applicable Medical Devices Rules.
Eligible bidders must hold a valid Centralized Drugs Sale License (CDSL, Form 9) issued in the same district as the hospital, maintain active taxpayer status with valid NTN / GST / PRA registration, and must not be blacklisted or debarred by PPRA or any government procuring agency. Bidders must comply with the latest Local Purchase Policy and Operational Guidelines of the Health & Population Department, Government of the Punjab. Bid Security of PKR 300,000 (2% of estimated contract value) must be paid electronically through the Punjab e-Procurement System against the system-generated PSID using the integrated Bank of Punjab payment mechanism before the submission deadline. A Performance Guarantee of PKR 500,000 is required from the successful bidder. No physical bid-security instruments will be accepted.
Bids must be submitted electronically through the Punjab e-Procurement System only by 29 August 2026 at 12:30 PM. Technical bid opening will occur at 01:00 PM on the same date through the system, followed by financial bid opening of technically responsive bidders in accordance with applicable schedule and rules. Pricing shall be quoted as percentage discounts on applicable MRP for medicines and on benchmark rates specified in Annexure-B for medical devices.
