Faisalabad Institute of Cardiology invites applications from firms with established credentials in technical, financial and managerial capability for pre-qualification and walk-in registration of vendors for local purchase of medicines, surgical disposables and related medical items on a day-to-day basis through the PITB Portal during the financial year 2026-2027. The procurement will be conducted in accordance with Punjab Procurement Regulatory Authority Rules 2014 as amended, PPRA rules 2024 and Punjab e-Procurement System rules. The tender is open to registered vendors operating within a ten-kilometer radius of the hospital (extendable to twenty kilometers with competent authority approval). Bid security of Rs. 50,000 (refundable) is required for pre-qualification, and successful bidders will maintain this security as performance guarantee throughout the contract period. The procurement scope encompasses pharmaceutical medicines, surgical disposables and related items to be supplied on competitive daily basis following institutional requirements.
Eligible bidders must possess a valid drug sale license (Pharmacy/Retail Sale) issued on Form 9 by the licensing authority, demonstrate comprehensive storage facilities with complete inventory management, be financially sound and well reputed, and maintain active tax payer status. Tenderers must have at least one year of prior experience in medicines and surgical disposables sales. Each applicant vendor must submit an undertaking confirming no involvement in spurious drug sales, theft of government supplies, or blacklisting by any department. Computerized inventory management software is mandatory for real-time monitoring of stock and sales records. An affidavit attested by Notary Public confirming non-involvement in spurious or stolen supplies is required alongside copies of valid Drug Sale License, National Identity Card, income tax registration and sales tax registration certificates.

Technical proposals must be submitted electronically through Punjab e-Procurement System (https://ep.punjab.gov.pk/) by 31 August 2026 at 11:00 AM, with opening scheduled for the same day at 11:30 AM. Hard copies of financial instruments as proof of bid security submission must be delivered to the purchase cell at Faisalabad Institute of Cardiology by the same deadline. All assessments and procurement procedures are governed by PPRA Rules 2014 as amended and Punjab e-Procurement System rules. The purchaser reserves the right to reject any or all bids as per Rule 35 of PPRA Rules 2014.
