Description / Scope of Work
Trading Corporation of Pakistan (Pvt) Limited, a state-owned commercial organization under the Ministry of Commerce, Government of Pakistan, invites expressions of interest for pre-qualification as Clearing and Forwarding Agents on its panel. The prequalification is for the provision of on-demand clearing and forwarding services for bulk, break bulk and containerized cargo of imported commodities including sugar, urea, wheat and soybeans at Karachi Port and Port Bin Qasim. The successful prequalified applicants will be eligible to participate in subsequent bidding processes from September 2026 to September 2028, with framework agreements to be signed with selected bidders for a two-year period. This is a recurring service contract with substantial scope across major Pakistani ports.
Eligible applicants must be sole proprietorships, firms or companies with valid clearing agency licenses in their own names and minimum five years of documented work experience in clearing and forwarding operations at Karachi Port or Port Bin Qasim. Applicants must be registered with Income Tax and Sales Tax Departments, be active taxpayers, and certified with relevant authorities. Ineligible applicants include those who have defaulted with TCP or other government agencies, whose licenses are blacklisted or suspended, against whom criminal proceedings are pending, or who are directly or indirectly involved in supply of imported commodities to TCP as pre-qualified suppliers. All currently prequalified agents must resubmit fresh applications.
Pre-qualification tender documents costing PKR 2,000 are available for purchase until 1100 hours on 31 August 2026 from TCP offices in Karachi, Lahore and Islamabad, or can be downloaded from www.tcp.gov.pk and www.ppra.org.pk with proof of payment. Applications in clearly marked envelopes must be submitted by 1430 hours on 31 August 2026 to the Deputy Manager (Cash) at TCP Karachi headquarters. Bids will be opened the same day at 1500 hours in the TCP Board Room. The bid validity period is 45 days from submission.
