Trading Corporation of Pakistan (Pvt) Limited, a state-owned commercial organization under the administrative control of the Ministry of Commerce, Government of Pakistan, invites pre-qualification bids from certified survey firms and companies for inclusion on TCP's panel of approved surveyors. The pre-qualification covers provision of survey and inspection services for bulk, break bulk and containerized cargo of commodities including sugar, urea, wheat, and soybeans at Karachi Port, Port Bin Qasim and Gwadar Port in Sindh province. Selected firms will be eligible to participate in subsequent open framework agreements with call-off contracts over a two-year period from September 2026 through September 2028, providing on-demand inspection and survey services as required by TCP.
Eligible applicants must be certified firms or companies registered with Income Tax and Sales Tax Departments and other relevant authorities, with a minimum of five years' documented experience in survey of bulk, break bulk and containerized cargo of various commodities. Applicants must hold a valid and legal Marine Survey agency license and be active tax payers. The survey and inspection companies must not have been blacklisted, declared defaulter, suspended or terminated due to poor performance from any public sector organization, government body or government department locally or internationally. All previously pre-qualified surveyors with TCP are required to reapply afresh for this pre-qualification exercise.
Pre-qualification tender documents containing detailed terms, conditions, procurement method, bid submission procedures, bid security requirements, bid validity period, bid opening procedures, evaluation criteria and performance guarantee terms are available for purchase at PKR 2,000 from TCP offices in Karachi, Lahore and Islamabad during office hours 0830 to 1630 hours (except Saturday and Sunday) until 1100 hours on August 31st, 2026. Applications must be submitted in clearly marked envelopes and delivered to the TCP reception counter at 4th Floor, Block-B, Finance & Trade Centre, Shahrah-e-Faisal, Karachi, latest by 1130 hours on August 31st, 2026. Bids will be opened on the same day at 1200 hours in the TCP Board Room in presence of bidders or their authorized representatives. TCP reserves the right to accept or reject any or all offers wholly or partially as per procurement rules.

Valid and legal Marine Survey agency license is mandatory. Firms blacklisted, declared defaulter, or terminated due to poor performance from any government organization are ineligible. Typically, Pakistani registration (SECP company or sole proprietorship) and valid tax documentation are also required.
