Central Aviation Spares Depot (EME) at Qasim Army Aviation Base, Dhamial Camp in Rawalpindi, Punjab invites sealed tenders from reputed firms holding NTN certificates for the supply of miscellaneous aviation spares as detailed in Annexures A to D. The tender encompasses approximately thirty items with an approximate annual requirement, though purchase quantities may be adjusted based on actual needs and delivered in batches according to shelf-life considerations. Procurement follows PPRA rules and the tender reference is 81201-EME/LP/26-27/IT-12. Quoted rates must remain valid until 30 June 2027, with delivery expected within one month for local items and three months for imported items.
Eligible bidders must possess NTN certificates and either be registered with Central Aviation Spares Depot or hold valid Military Intelligence Directorate security clearance for Army interaction. Firms with pending deliveries from the previous financial year are ineligible. Technical offers must include a non-refundable tender fee of Rs 3,000 and bid security equal to 5% of the total bid amount as a pay order or bank draft in the name of Commandant CASD. Remaining shelf life of items at delivery must constitute 80% of total product life. All samples and supplies are subject to testing and inspection by a constituted board, with costs borne by suppliers.
Technical and commercial offers must be submitted in separate sealed envelopes clearly marked and bearing the tender IT number. Tender submission closes on 31 August 2026 at 1030 hours with opening at 1100 hours the same day. Bidders must submit typed lists of stores on company letterhead with proper signatures and stamps, include manufacturer certificates for branded items, specify country of origin, and provide authorization documentation for imported branded items. Prices must be quoted in Pakistani currency on a delivery basis across Pakistan, inclusive of all applicable taxes and duties, with partial delivery and payment not permitted.
