Description / Scope of Work
Water and Sanitation Agency Bahawalpur invites electronic bids for the installation of anti-fall safety nets in existing manholes across its service area in Bahawalpur, Punjab. This safety improvement project carries an estimated cost of Rs. 66.537 million and falls under reference DMD/WASA/BWP No.396. The scope involves retrofitting existing manhole infrastructure with protective safety nets to prevent accidental falls, a critical occupational health and safety measure for utility workers and maintenance personnel accessing underground sewerage and water network facilities throughout Bahawalpur city and surrounding areas.
Eligible bidders must be registered with Pakistan Engineering Council in the relevant category and codes, with valid GST, NTN, and PST registration. Bids will be evaluated under single stage single envelope procedures. A bid security of Rs. 3.326 million, equivalent to 5 percent of the estimated cost, must be submitted through 1Bill on the Punjab E-Procurement System (e-PADS) as per PPRA instructions and using the prescribed mobile application or payment channel notified by the Government of Punjab. All bid security payments must be uploaded on the Punjab E-Procurement System before the closing date and time; late e-bids will be summarily rejected.
Complete e-bids must be submitted online on the Punjab e-Procurement System website at https://punjab.eprocure.gov.pk. Bids are due for submission on 04 September 2026 at 11:00 AM, with opening scheduled for the same day at 11:30 AM. Bidding documents are available immediately after publication and can be downloaded from http://ppra.punjab.gov.pk. The Procurement Office is located at Water and Sanitation Agency Bahawalpur, Bahawalpur Development Authority, Thana Baghdad Road, Bahawalpur. Bidders are strongly advised to upload bids well before the deadline rather than waiting until the last moment, as e-bid submission is entirely the bidder's responsibility and WASA will not be held liable for any technical issues on the Punjab E-Procurement Portal.
