Pakistan Ordnance Factories invites prequalification applications from firms and contractors for thirty distinct civil works and supply contracts at POF Havelian Cantonment in Khyber Pakhtunkhwa. The procurement scope encompasses term contracts for building repair and maintenance in factory and estate areas, specialized renovation projects including tile works and electrification, sewerage system clearing and repairs, supplies of construction materials including sand, crushed stone, burnt bricks and portland cement, and renovation of facilities ranging from toilet blocks and shift rooms to officers' accommodations, the Jamia Mosque, and the officers' club. The tender is issued under PPRA Rules 13(1) of 2004 and represents a substantial multiphase capital improvement program for the cantonment's infrastructure and facilities.
Eligible contractors must be registered with the Pakistan Engineering Council in their relevant field and maintain active tax payer status with the Federal Board of Revenue for both income tax and sales tax, demonstrating 100% compliance. Applicants must submit a partnership deed or article of association, an affidavit confirming no prior blacklisting by any government department, certificates of income tax and professional tax payment, bank statements covering the preceding two years, and separate applications for each work package. Earnest money equivalent to 2% of the estimated contract amount must be deposited as a Call Deposit Receipt in favor of the Manager - Civil, and failure to provide required documentation results in automatic disqualification.
Applications for prequalification must reach the Manager - Civil, POF Havelian Cantonment by 03-09-2026 to qualify for tender document issuance. Tender documents will be distributed only to prequalified firms demonstrating sufficient experience and capability in the relevant field. Sealed bids will be received at the Bid Centre (Rabta Hall) on 08-09-2026 at 10:30 Hours, with opening scheduled for 11:00 Hours the same day. In case of public holiday or emergency, submission extends to the next working day.
