Description / Scope of Work
The National Highway Authority (NHA) is seeking to engage an International Consultant (Engineering Organization/Firm) registered with the Pakistan Engineering Council for Consultancy Services to conduct a Feasibility Study and prepare Detailed Design for the Mansehra – Naran – Jalkhad – Chilas (MNJC) Expressway project, with an approximate length of 200 kilometres across Federal territory. This is a significant infrastructure development initiative requiring comprehensive technical analysis and design documentation. The project scope includes all necessary studies and design work to support the expressway development in the specified corridor.
Eligible bidders must be International Consultants or Engineering Organizations/Firms duly registered with the Pakistan Engineering Council in accordance with its Bye-Laws. The Request for Proposals (RFP) document contains detailed eligibility criteria that prospective consultants must meet. Firms must provide substantiated and accurate information in their proposals; those submitting unsubstantiated or incorrect information will face legal action and/or disqualification. All bidders are strongly advised to obtain EPADS (PPRA) registration at www.eprocure.gov.pk, as manual bid submissions will be eliminated in upcoming procurements.
The RFP document is available for free download from www.nha.gov.pk or may be purchased from the office of General Manager (P&CA), NHA-HQ, Islamabad, during working hours upon written request and submission of a pay order/demand draft of Rs. 1,000 (non-refundable). A Pre-Proposal Conference will be held on 27th August 2026 at 1100 hours at the General Manager's office in Islamabad with provision for remote participation. Sealed proposals must arrive on or before 30th September 2026 at 1130 hours at NHA-HQ, 28-Mauve Area, G-9/1, Islamabad, clearly marked with the project name. Technical proposals will be opened the same day at 1200 hours; financial proposals of technically qualified firms will be opened following technical evaluation.
