Description / Scope of Work
Rawalpindi Teaching Hospital invites electronic bids from manufacturers, importers, sole agents and income tax/sales tax registered distributors and suppliers for the procurement of medical gases including Nitrous Oxide, Oxygen, Nitrogen and Carbon Dioxide for the financial year 2026-2027. The contract covers supply on a free delivery to consignee basis and represents an ongoing requirement for a teaching hospital facility in Punjab. Bidders must submit technical and financial proposals separately in a single stage two envelope bidding procedure as per PPRA Rules 2014. Eligible bidders must be original manufacturers with valid manufacturing licenses, or authorized importers and sole agents of foreign principals with documented authorization letters. Income tax, sales tax and professional tax registration is mandatory, along with a valid National Tax Number. Bidders must have minimum one year experience supplying medical gases to government or autonomous institutions, and those quoting liquid oxygen must demonstrate minimum four years experience in manufacturing and supplying liquid medical oxygen with a production plant located in Punjab or Khyber Pakhtunkhwa. Bid security of 2 percent of the estimated price must be submitted with the technical offer. Third party analysis reports including current and previous two to three years SGS certificates to international EU/US pharmacopoeia standards are required, along with a documented emergency response mechanism and contingency plan for oxygen supply systems.
Bidders must submit a comprehensive bid package including company profile, acceptance of terms and conditions, bank statements or balance sheet of the last financial year, valid authorization letters and free sale certificates, and an affidavit on stamp paper confirming no blacklisting from any institution. The procurement is open to manufacturers in Pakistan and registered importers of foreign goods, with all goods required to originate from eligible source countries. The procuring agency will evaluate technical proposals without reference to price and reject any proposals that do not meet specified requirements.
