Tender Details
Description / Scope of Work
Pakistan State Oil Company Limited (PSO), based in Karachi, Sindh, invites quotations for the procurement of 25 additional Delinea Privileged Access Management (PAM) software licenses for deployment at PSO House. The licenses are required for Administrator users and must remain valid until 26 February 2028. This is a Request for Quotation (RFQ) issued under SAP Number 6100017903, and quotations must be submitted by 3 September 2026. The solution must support on-premise deployment with both manual and automated installation methods compatible with the organization's standard operating system images, and must be hypervisor agnostic without reliance on physical or virtual appliances.
The proposed PAM solution must be pre-integrated with Microsoft technology stack for commercial support and must not rely on proprietary or non-standard components. The vault database must be manageable using industry-standard tools such as MSSQL Management Studio, supporting Transparent Data Encryption (TDE) where required, to prevent vendor lock-in. The solution must include scale-out architecture for distributing workloads across environments and geographically dispersed locations, with high-availability features and disaster recovery capabilities. The vendor should be a leader in Gartner's Magic Quadrant with at least ten prior deployments in Pakistan.
The solution must provide out-of-the-box API-level integrations with popular RPA solutions including UiPath and Blueprism, and allow application owners to add custom credential management functions. Advanced security requirements include quantum-safe encryption algorithms for sensitive credentials, multi-layer encryption beyond AES-256 with workflow-based second-layer encryption requiring dual authorization, and password entropy score calculation. The platform must support native Active Directory integration with LDAP(s), AD Security Groups for role-based access control, automated user onboarding, Integrated Windows Authentication, SAML 2.0 Single Sign-on, RADIUS and non-RADIUS multi-factor authentication (including DUO, FIDO2, and TOTP), IP address whitelisting, and a mobile application with credential caching capabilities.
For Bidders: Our Analysis PAKISTANTENDER INSIGHT
Independent analysis by PakistanTender — not part of the official notice. Always confirm details against the original tender document.
PSO is acquiring 25 additional PAM administrator licenses valid through February 2028 for on-premise deployment at Karachi headquarters.
The RFQ specifies demanding technical architecture requirements including Microsoft stack integration, quantum-safe encryption, dual-authorization credential workflows, and at least ten prior Pakistan deployments. Notably, the tender excludes Windows Server Failover Clustering and proprietary databases, emphasizing vendor-neutral, standards-based solutions. The September 2026 closing deadline is firm. This is an expansion purchase suggesting PSO is scaling existing PAM infrastructure rather than implementing anew.
Who can bid: Vendors must demonstrate Gartner Magic Quadrant leadership status and documented deployments of at least ten instances in Pakistan. Typically, PAM software vendors must hold valid business registration with SECP and active NTN tax registration. The RFQ does not explicitly state PEC registration requirements, though integration with Windows and LDAP infrastructure suggests enterprise vendor standing.
