Description / Scope of Work
The Directorate of Works and Civil Engineering (DW&CE) of Pakistan Air Force, headquartered at Chaklala in Punjab, invites sealed tenders for emergency works involving provision of certain facilities at three PAF bases. The works comprise three separate projects: facility provision at PAF Base (MM) valued at Rs 12.430 million, provision of facilities at PAF Base (MM) valued at Rs 39.552 million, and provision of facilities at PAF Base (NN) valued at Rs 55.120 million, totalling approximately Rs 107.102 million. These tenders are issued in light of PPRA Rule 13(1) of 2004 and advertisement reference DW&CE/6000-Advt-Smg/17/E-6 dated 17 August 2026, with publication scheduled for 19 August 2026 in national Urdu and English newspapers circulating in Rawalpindi, Islamabad and Quetta.
Eligible firms and contractors must be enlisted with the Pakistan Engineering Council (PEC) in Category C-2 or above in relevant fields (Construction, Electrical, Mechanical, or Plumbing works and services) with validity extending at least until June 2027. Preference is given to firms enlisted with Military Engineer Services (MES) in Category A; non-enlisted firms may participate by providing 2% bid security (refundable). All applicants must furnish satisfactory completion certificates for previous projects, work orders, location details and photographs of completed works. Contractors must certify they are not involved in litigation with any government department and that no outstanding special report from the Directorate of Inspection and Evaluation exists against them. Additional required documentation includes list of personnel, bank statements, NTN certificates and income tax returns for the preceding three years.
Bidding documents will be made available immediately after publication and provided to qualified suppliers and contractors on request subject to payment of printing costs. Pre-qualified firms must recover tender documents at HQ DW&CE (PAF) Chaklala by 1130 hours on 4 September 2026, with tender opening scheduled for 1200 hours the same day. Incomplete applications will not be entertained. The Accepting Officer reserves discretionary right to accept or reject any tender in accordance with PPRA Rules Para 33(1).
