For Bidders: Our Analysis PAKISTANTENDER INSIGHT

CMES is pre-qualifying contractors for a large portfolio of mixed-category works at HIT Taxila—boundary structures, accommodation rehab, electrical upgrades, civil works and miscellaneous maintenance.
The 20+ individual projects suggest sustained portfolio work rather than a single contract; scope spans categories A–E, indicating complexity and scale. Tight pre-qualification deadline (21 Aug) and tender submission (04 Sep) require rapid document preparation. Non-MES-listed firms face 2% earnest money deposit requirement. Previous two years' experience in similar industrial or cantonment works is critical to pre-qualification success.
Who can bid: MES categories A, B, C, D, E. If not on MES approved list, firms must hold equivalent registration from the relevant Department, provide bank certificates, and submit detailed credentials attested by Class-I Gazetted Officer. Earnest money deposit (2% of estimated cost) required for firms not on MES list or suspended. Typically, PEC registration for civil/structural disciplines and NTN/SECP compliance also expected.
