Description / Scope of Work
The National Institute of Public Administration (NIPA) Lahore invites sealed bids from eligible and experienced firms for the supply of fresh food and dry food items as per specifications detailed in Annex A. The procurement is for NIPA's office located at 78 Shahrah-e-Quaid-e-Azam (Upper Mall), opposite State Guest House, Lahore, Punjab. The successful bidder shall ensure uninterrupted supply of requisite items throughout the entire financial year as and when required by NIPA. Procurement is conducted in accordance with Public Procurement Rules, 2004, and all prices must be quoted in Pakistani Rupees inclusive of applicable taxes with no subsequent changes permitted.
Eligible bidders must be Income Tax and GST registered firms, companies or sole proprietors on the Active Taxpayer List (ATL) of the Federal Board of Revenue. Bids must be accompanied by bid security and submitted in sealed envelopes clearly marked with technical proposal and financial proposal. Offers received without bid security, after the stipulated deadline, in ambiguous or incomplete form, via fax or email, from blacklisted firms, or not conforming to specifications will be rejected. Bid validity shall be 30 days from tender opening date.
Bid documents should be obtained from the PPRA website at https://ppra.org.pk/. The tender follows a single stage one envelope procedure with technical and financial evaluation. Purchase orders will be issued to the technically responsive most advantageous bid following competent authority approval. NIPA reserves the right to increase or decrease ordered quantities under procurement rules and may request equipment demonstrations from vendors.
