Description / Scope of Work
National Grid Company of Pakistan (NGC) invites sealed bids for detailed survey and subsoil investigation services for a 500 kilovolt single-circuit transmission line extending approximately 150 kilometres from Chashma-5 Nuclear Power Plant to Ludewala in Punjab province. The scope encompasses route alignment, check survey, and comprehensive geotechnical investigation work for high-voltage overhead transmission infrastructure. Eligible firms and persons must be licensed by the Pakistan Engineering Council in the appropriate category. Bids will be evaluated under National Competitive Bidding procedures following the Pakistan Engineering Council Single Stage Two Envelope methodology. Qualification criteria require that bidders or joint venture partners must have executed contracts for route alignment and check survey of 220 kilovolt or higher overhead transmission lines covering at least 50 kilometres during the last ten years, and separately for subsoil investigation of equivalent voltage transmission lines over similar distances and timeframe. Joint venture partners or consortium members not meeting both criteria must demonstrate experience in survey, soil investigation, or transmission line construction of any voltage level within the past decade. All bidders must submit supporting documentation substantiating claimed experience. A bid security in the form of a bank guarantee or deposit at call issued by a scheduled bank in Pakistan is mandatory, valid for twenty-eight days beyond the bid validity period and favouring the Chief Engineer (MP&M) NTDC.
Complete bidding documents are available for download from the NGC website, PPRA portal, and e-PADS system. Sealed bids must be submitted exclusively through e-PADS on or before 10th September 2026 at 11:00 am, with original bid security documentation submitted in hard copy before the closing deadline. Technical bid opening will occur at 11:30 am the same day at NGC's Lahore office in the presence of bidder representatives. Bidders are required to complete a mandatory checklist as outlined in Section C of the Instructions to Bidders. NGC reserves the right to reject any or all bids in accordance with PPRA Rules 2004.
