Description / Scope of Work
The Health Department, Government of Sindh invites electronic bids through the E-Pak Acquisition and Disposable System (EPADS) for the supply of a comprehensive range of pharmaceutical and medical products under a frame work contract for the financial year 2027-28. The procurement covers eight major categories including anti-bacterial and antibiotic drugs, plasma expanders, syringes and cannulae, surgical and disposable items, endovascular equipment, orthopaedic implants, general medicines and hormones, oncology drugs, psychotropic drugs, vaccines and immunoglobulins, dental materials, X-ray films and contrast media, and cardiac medical devices. The tender is issued in accordance with Rule 46(2) Single Stage Two Envelopes Procedure under the Sindh Public Procurement Regulatory Authority framework, with supplies intended for health institutes throughout the province of Sindh.
Suppliers, firms, manufacturers, importers and authorized distributors must be registered on the Active Taxpayers List of the Federal Board of Revenue or relevant provincial authority. Each bid requires a tender fee of Rs. 5,000 and fixed bid security as specified against individual items in the tender documents. Bidding documents containing detailed terms, conditions, technical specifications and evaluation criteria can be viewed and downloaded from the EPADS portal at https://portalsindh.eprocure.gov.pk/#/. Prospective bidders must register themselves on the EPADS system prior to submitting electronic bids.
Electronic bids must be submitted through EPADS only by 01 September 2026 at 11:00 AM. Manual bids will not be accepted. The original tender fee and bid security instruments must reach the procuring agency before the bid submission deadline. Bid opening will occur on the same day at 12:00 Noon at Fatima Engineer Auditorium, Jinnah Sindh Medical University, Karachi. In case of any public holiday or unfavorable circumstances, the tender and opening will proceed on the next working day at the same venue and time. The purchaser reserves the right to reject any or all bids under relevant provisions of the SPP Rules 2010 as amended.
