Pakistan State Oil Company Limited (PSO) invites quotations for the supply of protective coatings for piping and allied structures at its Faisalabad Terminal depot in Sindh province. The procurement includes a maintenance kit of polyamine-cured epoxy paint (180 litres), epoxy thinner (32 litres), epoxy paint in smoke grey finish (80 litres), and polyurethane topcoat in Clifton sand colour (40 litres). The base coat epoxy mastic must achieve a minimum thickness of 120 microns and comply with PSO maintenance coating standards for environment classification C2.06. Topcoats must achieve 50 to 100 microns dry film thickness. All materials must conform to RAL colour standards and PSO specifications. Service and application of coating are excluded from scope; supply only is required. The justification is that existing overhead piping, gantry piping, and supporting structures show deterioration and require protective touch-up to extend asset service life.
Vendors should note that colour shades must conform to PSO specifications and be pre-approved by the terminal engineer through test panels. All costs include applicable taxes and delivery to the plant site. The contractor must provide Material Safety Data Sheets (MSDS), technical data sheets, and paint application guides from the manufacturer upon work order issuance. Random laboratory testing of materials from supplied batches is permitted, and failure to meet standards requires material replacement at the vendor's cost. Only first-class approved quality materials and workmanship are acceptable.
Quotations must be submitted by 5 September 2026. Supply delivery period is 30 days after work order issuance. Late delivery incurs liquidated damages of 0.1 percent of purchase order value per day, capped at 10 percent of the total work order amount, unless force majeure circumstances apply with documentary proof. Acceptance is contingent on inspection and approval by the location incharge or engineer. Bidders are responsible for securing all necessary compliance documentation and demonstrating technical capability to supply conforming coating products.
