Description / Scope of Work

The Directorate General, Immigration & Passports (DGIP), Government of Pakistan, invites sealed technical and financial proposals for the procurement of automated security documents verification systems, video spectral comparator, portable handheld digital security document verification tablets, ultra-high resolution security documents imaging system, and compatible allied forensic equipment for the forensic section at DGIP Headquarters in Islamabad and 08 zonal offices across Pakistan. Lot 1 comprises eight automated security documents verification systems, one complete video spectral comparator solution with ID/passport document and database software, two portable handheld digital tablets, and one ultra-high resolution imaging system. Lot 2 includes one digital microscope compatible with the video spectral comparator. The tender document is available from the Logistics Section of DGIP, Room No. 207, upon payment of Rs. 5,000 non-refundable in the form of a bank draft or pay order favoring the Director General.

NTN and GST registered manufacturers and vendors may participate directly or through authorized representatives. Proposals must reach DGIP on or before 14 September 2026 at 03:00 PM. A tender security of Rs. 8,992,000 (Lot 1: Rs. 8,925,000; Lot 2: Rs. 67,000) in the form of a pay order, demand draft, or bank guarantee favoring DGIP must accompany the financial proposal. Technical and financial proposals should be submitted in separate envelopes within one outer envelope, clearly marked with the tender number. Incomplete proposals or those without bid security shall not be entertained.

Technical proposals will be opened on 14 September 2026 at 03:30 PM in the conference room, followed by evaluation. Financial proposals of technically qualified companies only shall be opened on a date to be announced subsequently. The bid remains valid for 180 days from the tender opening date, extendable for 90 days under PPRA rules. Successful companies must deliver equipment within 16 to 20 weeks of contract signing. All taxes shall be charged as per government rules. DGIP reserves the right to cancel or reject tenders under rule 33 of the Public Procurement Rules, 2004.
