Description / Scope of Work
The Higher Education Commission (HEC), Pakistan invites bids from reputable firms and contractors for repair and maintenance services of split air conditioning units and other electronic equipment at HEC premises H-9 and H-8 in Islamabad for the fiscal year 2026-2027. This is a re-tender for non-consultancy services to be executed on a least cost basis under a single stage single envelope procurement method. The contract will be issued for performance during the contract period as specified in work orders to be issued by HEC, with services covering equipment maintenance across both Islamabad-based facilities.
Prospective bidders must be registered on the Active Taxpaying List, hold current registration with the Pakistan Engineering Council (PEC), maintain active registrations with Income Tax and GST departments, and maintain a representative office in Islamabad or Rawalpindi. Bid security of Rs. 200,000 must be submitted in the form of a pay order or bank draft in favour of the Director General (Finance), HEC. The earnest money and duly filled bill of quantities must be physically submitted in a sealed envelope alongside the electronic bid.
Electronic bids must be prepared in accordance with the standard bidding document and submitted through the E-Pak Acquisition and Disposal System (EPADS v2.0) at https://epads.gov.pk on or before 1:30 PM on Tuesday, September 08, 2026 at the Engineering Section, Auditorium Block, HEC, H-9, Islamabad. Public opening of bids will occur at 2:00 PM on the same date. Bidders not yet registered on EPADS v2.0 must register at https://vendors.epads.gov.pk/ with tutorial support available online.
