Description / Scope of Work

The Privatisation Commission, Government of Pakistan, is seeking to hire a qualified Financial Adviser to facilitate private sector participation in two Distribution Companies (DISCOs) namely Lahore Electric Supply Company (LESCO) and Multan Electric Power Company (MEPC) through privatisation. The engagement is to provide comprehensive financial advisory services for the transaction structured under the Privatisation Commission (Hiring of Financial Advisors) Regulations, 2018. The scope of work encompasses financial structuring, valuation, transaction advisory, and support throughout the privatisation process for these critical energy sector entities. The assignment is significant given the scale and complexity of privatising major DISCOs in Punjab province.

Interested parties must submit their Technical and Financial Proposals along with a mandatory non-refundable processing fee of USD 1,000 (or equivalent PKR at the exchange rate prevailing 3 days prior to submission). Payments are to be made via banker's cheque or wire transfer to National Bank of Pakistan accounts designated for USD or PKR denominations. The selection process follows Quality and Cost Based Selection (QCBS) procedure as defined in the Privatisation Commission regulations. Bidders must meet professional standards and demonstrate relevant experience in energy sector privatisation and major transaction advisory.
