The Excise and Taxation Department, Islamabad Capital Territory, invites sealed bids from experienced courier service providers for door-step delivery of Secure Vehicle Number Plates and Smart Registration Cards from the Excise & Taxation Office in Islamabad to designated destinations across Pakistan. This is a single-stage, two-envelope procurement following Federal Public Procurement Rules (PPRA) 2004. The tender seeks qualified logistics operators capable of handling secure government-issued items with nationwide coverage, critical for the vehicle registration system across the country.
Eligibility is restricted to active taxpayer firms registered with the Federal Board of Revenue (FBR) for General Sales Tax (GST) and Income Tax. Bidders must submit a bid security of Rs. 1,250,000 in the form of a bank guarantee, bank draft, or pay order from a scheduled Pakistani bank. Applications must be submitted both manually and through EPADS 2.0 by 12:00 hours on 10th September 2026 at the Office of Director Excise & Taxation Department, Sector H-9, Islamabad. Bids will be opened the same day at 14:00 hours at the same venue. The procuring agency reserves the right to reject all bids or proposals at any stage prior to acceptance as per PPRA Rule 33.
