Description / Scope of Work
The University of Agriculture, Peshawar invites sealed financial bids from eligible individuals and firms for the grant of license to operate, manage and maintain the Main Canteen and Shops of the university on a contract basis for three years. The allotment covers operation of the Main Canteen requiring a minimum monthly rent of Rs. 150,000 and two individual shops each requiring a minimum monthly rent of Rs. 25,000 per month. The successful bidder shall be the highest evaluated responsive financial bidder meeting all technical eligibility requirements. Earnest money of Rs. 200,000 is required for the canteen and Rs. 50,000 per shop. Bidders must possess a valid National Tax Number from the Federal Board of Revenue and active status on the Active Taxpayers List, valid registration with the Khyber Pakhtunkhwa Revenue Authority, and a valid food safety license from the Khyber Pakhtunkhwa Food Safety and Halal Food Authority. Minimum three years of verifiable commercial experience in operating institutional canteens, university cafeterias, corporate dining facilities or reputable food chains is mandatory. An original sworn affidavit on PKR 100 stamp paper confirming non-blacklisting by any government or semi-government organization and no default with banking institutions must be submitted. Bid security in the form of a call deposit into the specified Bank of Khyber account is required with each bid.
Bidding documents are available on https://www.kppra.gov.pk and https://www.aup.edu.pk. Sealed bids must be submitted by 15 September 2026 at 10:00 hours, with opening scheduled for 10:30 hours the same day. Original bid fee receipts of Rs. 2,000 per form and affidavits in hard copy must accompany submissions. The successful bidder shall furnish a Performance Guarantee of Rs. 500,000 for the canteen or Rs. 125,000 per shop before contract execution.
