King Edward Medical University, Lahore invites sealed bids from manufacturers, authorized distributors and well-reputed firms for the procurement of medical books for the university library under financial year 2026-27. This procurement is conducted under Punjab Procurement Regulatory Authority (PPRA) Rules 2014, Section 38(2)(a), as amended. The tender follows a single-stage two-envelope bidding procedure on a free delivery to consignee basis. Eligible bidders must be registered with sales tax and income tax departments and possess active professional tax of the current financial year. Interested suppliers, including sole agents and importers of imported goods in Pakistan, may participate in this procurement process.
Bidders must submit a call deposit or bid security equivalent to 2% of the estimated value in the form of a CDR or Bank Guarantee made payable to the Vice Chancellor, KEMU, Lahore. The bid validity period is 180 days from the submission date. Bidders are required to provide complete firm details including CNIC, sales tax registration number, PRA tax number and income tax number. Offers must clearly mention the brand of items being supplied and must not be handwritten, conditional, ambiguous or submitted by telegram. Bidders with prior bad experience with KEMU, those blacklisted or suspended by any authority are ineligible.

Tenders must be addressed to the Vice Chancellor, King Edward Medical University, Lahore and submitted to the Senior Purchase Office, Patiala Block, KEMU, Lahore. Technical proposals will be evaluated first, followed by opening of financial proposals after five days and announcement of results. Bidders may lodge grievances against technical evaluation within 5 days and against financial evaluation within 10 days. Contract award will be made to the lowest evaluated compliant bidder.
