District Council Khushab invites item-rate tenders for the construction of bus shelters under the Punjab Transport Company (PTC) initiative across multiple municipal areas of Khushab district. The project comprises two separate schemes: construction of bus shelters in the areas of Municipal Committees Khushab, Jauharabad, Hadali and Quaidabad, and separate construction of bus shelters in the area of District Council Khushab itself. The total estimated cost of the project is 70.37 million Pakistani rupees, representing a significant infrastructure development initiative aimed at improving public transportation facilities across the district in Punjab province. The tender is being executed under the Joint Authority framework for the financial year 2025-26, first bi-annual period from January to June 2026.
Participating contractors and firms must hold a valid Pakistan Engineering Council (PEC) License of the appropriate category valid until 30 June 2026, and must be active taxpayers with current registrations in PRA, FBR, Income Tax and E-Pad systems. Bidders are required to submit earnest money of 3 percent of the estimated cost in the form of a Certified Deposit Receipt (CDR) from any scheduled bank in Punjab, made payable to the Chief Officer, District Council Khushab. The original CDR must be physically submitted to the tender opening committee two hours before bid opening. If the lowest quoted rates exceed the estimated cost by more than 3 percent, the successful bidder must deposit additional performance security within 15 days, failure of which will result in forfeiture of the initial 3 percent deposit and re-tendering of the project. All bids must be submitted as item-wise rates in both numeric and word formats; incomplete, unsigned or unfilled bids will not be accepted.
Bidders must submit complete electronic bids through the e-Procurement System (EPADS) at https://punjab.eprocure.gov.pk from the date of tender publication until 01:00 PM on the closing date. All received bids will be opened on the same date at 02:00 PM in the presence of available contractors or their authorized representatives at the District Council Khushab office. The successful contractor must execute an agreement on government-specified stamp paper within 15 days of receiving the acceptance letter before issuance of the work order. Contractors are bound to conduct all required quality control testing at their own expense, and the procuring agency reserves the right to reject all bids or proposals at any time prior to acceptance under PPRA Rules 2014.
