Description / Scope of Work
The Government of Pakistan, Ministry of Railways, invites sealed requests for proposal from consulting firms to provide Third Party Validation (TPV) services for eight Public Sector Development Programme (PSDP) projects. The scope encompasses validation of major railway infrastructure and equipment initiatives including the Thar Coal Rail Connectivity project, procurement of 820 high-capacity bogie wagons and 230 passenger coaches, special repair of 100 diesel electric locomotives, immediate track safety works on the Rohri-Khanpur section, rehabilitation of track maintenance machines, recommissioning of accidental diesel electric locomotives, rehabilitation of track between Kotri-Akhondabad, and replacement of roof-mounted AC plants in passenger coaches. The consulting firms will undertake comprehensive third party validation in accordance with approved terms of reference across Punjab and Sindh provinces where Pakistan Railways operates these critical national rail assets.
Eligible bidders must be well-reputed firms or consultants duly registered with Income Tax and listed on the Active Taxpayer List (ATL) of the Federal Board of Revenue (FBR). Firms may participate individually or as a consortium or joint venture, and must possess requisite qualifications and experience relevant to railway project validation. Bidders may submit proposals for one or more projects as per their eligibility and demonstrated experience in similar assignments.
Interested consulting firms must submit separate technical and financial proposals for each project through the e-Pak Acquisition and Disposal System (e-PADS) on or before 8 September 2026 at 1100 hours. One hard copy each of technical and financial proposals in separately sealed envelopes must reach the Director General (Planning), Office No. 104, First Floor, Block-D, Pak Secretariat, Ministry of Railways, Islamabad by the deadline. Technical proposals will be opened on 8 September 2026 at 1130 hours in the presence of bidders or their authorized representatives. The Pre-Bid Meeting is scheduled for 31 August 2026 at 1100 hours at the Ministry of Railways, Islamabad. All submissions shall comply with PPRA Rules, 2004 (as amended).
