The Government of Sindh, School Education & Literacy Department, invites bids from NGOs, INGOs, CBOs, Consortiums, Firms, Trusts and Charities for implementation of the Post Primary Accelerated Learning Programme (ALP) under the ASPIRE initiative—a joint programme of the Directorate of Literacy & Non-Formal Education and Reform Support Unit. The engagement covers four lagging districts in Sindh: Shaheed Benazirabad, Dadu, Umarkot, and Tharparkar. The primary objective is to establish and operationalize 14 Non-Formal Education (NFE) centres to educate 2,000 out-of-school children aged 12–16 years. The programme will provide post-primary education aligned to eighth grade standards, with special provision for girls. Each centre will enrol up to 150 students. The total contract period is 20 months, during which implementing partners will deliver curriculum-based teaching, conduct examinations, prepare progress reports, and manage administrative functions. Financial support of PKR 750 per student per month will be provided to centres.
Eligible bidders must be NGOs, INGOs, or CBOs with minimum two years of experience in non-formal or alternative education delivery in the past 16 years. Organisations must possess a Certificate of Recognition (COR) from the Sindh Private Schools Regulatory Authority (SPPRA) or equivalent regulatory recognition. Bidders may submit proposals for one or multiple districts but each bidder can secure only one NFE centre package per district. Bid security equivalent to 2 percent of total bid value must accompany all submissions, in the form of a demand draft, bank guarantee, or performance bond valid for 28 days beyond the bid validity period (90 days from submission deadline).

Sealed bids must be submitted electronically via the same portal by 15:00 hours on 25 September 2026. A pre-bid meeting will be held at 14:00 on 31 August 2026 at the PNSC Building, Fourth Floor, Lal Mubarak Khan Road, Karachi. Bids will be opened at 15:30 on 25 September 2026 at the same venue.
