Description / Scope of Work
Cantonment Board Nowshera invites sealed bids for fifteen distinct works and supply contracts under Single Stage Two Envelope Procedure as per PPRA Rules 2004 (amended). The procurements span construction, maintenance, and equipment supply across Nowshera Cantonment, KPK, with estimated total value exceeding Rs. 140 million. Individual contracts include energy-efficient ceiling fan supply at CB School and Office; road construction and street lighting for Vegetable Market; drainage systems and PCC roads at Katti Khana; submersible motor unit installation; car parking area upgradation at multiple locations; filter plant conversion to RO system; two major mall construction projects (B+G+F format) on G.T Road; and comprehensive repair and maintenance of cantonment fund buildings, roads, drains, water supply lines and miscellaneous public infrastructure. The bid submission deadline is 15 September 2026 at 11:00 AM with technical bid opening at 2:30 PM the same day.
Bidders must hold valid Pakistan Engineering Council (PEC) registration in relevant category and maintain active status on the Federal Board of Revenue's Tax Payers List. Five percent earnest money calculated on estimated cost must be submitted as call deposit from scheduled banks with an affidavit confirming placement. Bid security amounts range from Rs. 122,500 to Rs. 1,865,000 depending on contract value. Technical proposals require submission of similar project details from last five years, bank financial certificates, income tax compliance records, technical staff credentials, machinery ownership details, and affidavits confirming no blacklisting or ongoing litigation.
Bidding documents costing Rs. 1,000 per work (non-refundable) are available from CBN office during working hours or downloadable free from website http://cbn.gov.pk/. Separate sealed envelopes marked Technical Bid and Financial Proposal must be submitted together. Only technically qualified bidders proceed to financial evaluation. Bids invalid for 180 days. Material testing conducted by NUST Risalpur or UET Mardan at contractor expense. Contractors quoting below MES Schedule rates 2025 must provide 10 percent performance guarantee.
