Description / Scope of Work
The Ministry of Federal Education and Professional Training (MOFEPT), through the Federal Directorate of Education (FDE), invites sealed bids from eligible contractors for the renovation of laboratories in educational institutions under FDE jurisdiction in Islamabad. This is a civil works procurement project announced for the fiscal year 2026-27 with funds reserved under the federal budget. The scope includes laboratory renovation works across multiple educational institutions operated by FDE in the federal capital, aimed at upgrading teaching and learning infrastructure for students. The project is being conducted through a transparent, quality and cost-based selection process following the Public Procurement Rules, 2004.
Bidders must be registered on the EPADS v2.0 (e-Pak Acquisition and Disposal System) platform to participate. All bids require either a call deposit as bid security or a bid securing declaration in the prescribed format. The procurement employs a Single Stage-Two Envelope methodology, meaning technical and financial proposals are submitted together but evaluated separately. Interested contractors should verify their eligibility status and ensure compliance with all statutory registration and licensing requirements before submission.
E-bidding documents containing detailed specifications, terms, conditions, and price schedules are available exclusively on the EPADS v2.0 portal at https://epads.gov.pk/opportunities/federal/procurements/100417. Sealed e-bids must be submitted through EPADS v2.0 on or before Monday, September 14, 2026 at 02:00 PM, with bid opening scheduled for the same day at 02:30 PM. Manual submissions are not accepted.
