For Bidders: Our Analysis PAKISTANTENDER INSIGHT

PIDCL is procuring construction of a significant flyover bridge infrastructure at Hyderabad, requiring Rs.
15 million bid security. This is a single-stage tender through e-PADS with relatively tight submission timeline (approximately three weeks from publication). Bidders must possess PEC Category C2+ registration with specific civil engineering disciplines; foreign firms must partner with local PEC-registered constructors. The project appears medium-to-large scale based on security requirement and bridge nature. Pre-bid meeting scheduled one week before submission deadline suggests substantial technical complexity worth clarifying early.
Who can bid: Bidders must hold PEC registration Category C2 or higher (disciplines CE01, CE02, CE10). Foreign constructors require counter-certification from Pakistani Embassy/Consulate and must form joint venture with PEC-registered Pakistani contractor. All bidders must appear on FBR and SRB Active Taxpayer Lists. No black-listing history permitted. Typically, construction firms must also possess current NOC from PEC and valid NTN/SRB registration.
