Description / Scope of Work
The Pakistan Infrastructure Development Company Limited (PIDCL) under the Ministry of Housing & Works, Government of Pakistan, invites bids through the E-PADS 2.0 platform for two construction packages in Hyderabad, Sindh. The first package involves construction of a flyover bridge at Labaik Chowk near Admore filling station in Latifabad, District Hyderabad (Contract Package PIDCL/Sindh/PSDP/04/01). The second package comprises construction of approach roads at Unit No. 7, Taluka Latifabad, District Hyderabad (Contract Package PIDCL/Sindh/PSDP/04/02). These infrastructure development projects are undertaken under the Public Sector Development Programme and form part of the government's broader urban mobility enhancement initiative in Hyderabad.
Eligible bidders must hold valid registration with the Pakistan Engineering Council (PEC) in Category C2 or higher with disciplines CE01, CE02, or CE10. Contractors must also be registered with the Federal Board of Revenue (FBR), maintain active taxpayer status, and possess valid registration with the Sindh Revenue Board (SRB). Foreign entities may participate only if counter-certified by the Pakistani Embassy or Consulate and through a joint venture with a PEC-registered Pakistani constructor. A bid security of Rs. 20 million must be provided as a pay order or call deposit, and a non-refundable tender fee of Rs. 5,000 is required to obtain bidding documents.
Bidding documents are available online from the E-Procure portal (https://eprocure.gov.pk/) for Rs. 5,000. All bids must be submitted electronically through E-PADS 2.0 before 17 September 2026 at 11:00 AM. Bids will be opened on the same date at 11:30 AM at the PIDCL office, Bahria Complex IV, 6th Floor, Extension Block, Gizri, Karachi. A pre-bid meeting is scheduled for 4 September 2026 at 11:00 AM at the same venue.
