Description / Scope of Work
National Grid Company (NGC) of Pakistan Limited invites sealed bids for the construction, completion of civil works, erection, stringing, testing and commissioning for rehabilitation of existing 220 kV double circuit twin bundle Chashma-Bannu transmission line. The project is divided into two lots: Lot-I covers tower locations 47 to 50, and Lot-II covers tower locations 51 to 53. This rehabilitation project is being undertaken under NGC's own resources in Punjab province. The scope encompasses foundation work, tower erection, conductor stringing, hardware installation, testing and full commissioning of the transmission line sections.
Bidders must be registered with the relevant engineering council or regulatory authority and possess appropriate licenses for transmission line construction and electrical work. A bid security is required as specified in the Bid Data Sheet. The bidding follows a single-stage two-envelope process, with separate financial and technical evaluations. Bidders are required to submit comprehensive technical and commercial proposals demonstrating experience in transmission line projects of similar scope and voltage rating.
The complete bidding document comprising Volume-1 (Commercial and Technical Conditions) and Volume-II (Drawings and Transmission Line Route in soft form) is available from NGC's Transmission Engineering Department, 106 WAPDA House, Lahore, Pakistan. Bids must be submitted in sealed envelopes at the designated location and time. The bid opening will proceed with technical evaluation followed by financial assessment of qualified proposals. Interested contractors should contact NGC for detailed bidding documents and obtain any clarifications prior to submission.

NGC seeks contractors for two distinct transmission line rehabilitation lots on the 220 kV Chashma-Bannu corridor.
The project involves foundation construction, tower erection, and conductor stringing for existing double-circuit sections. This appears to be a core rehabilitation effort rather than new construction, suggesting focused scope and defined performance standards. The two-lot division allows smaller contractors to bid individual sections. Single-stage two-envelope procurement suggests NGC emphasizes technical capability alongside cost competitiveness. Transmission line specialists with proven experience on similar voltage ratings and Pakistani geography familiarity are positioned advantageously.
Who can bid: Bidders typically require valid PEC registration in the relevant discipline (electrical/structural/civil), valid business registration (NTN/SECP), and proof of prior transmission line project execution at comparable voltages. Experience certificates and equipment lists are typically mandated. NGC procurement typically restricts blacklisted contractors and those with outstanding disputes with utilities. Exact eligibility criteria are detailed in the Bid Data Sheet and Instructions to Bidders.
