Description / Scope of Work
Special Branch Headquarters, Punjab Police Department, Lahore invites e-bids on a framework contract basis for the procurement of ten heads of accounts totaling an estimated value of 52 million Pakistani rupees for the financial year 2026-27. The procurement includes stationery (10 million), computer stationery (4 million), miscellaneous supplies (8 million), feeding charges (20 million), IT equipment (4 million), computer hardware (1 million), software (2 million), entertainment and gifts (1 million), and printing and publication (2 million). The tender is open to well-reputed, financially sound firms, manufacturers, and authorized dealers registered with relevant tax authorities including income tax, sales tax, and professional tax. Bidders may participate in single or multiple heads on a whole or head-wise basis, quoting rates for every item in their selected package.
Eligible bidders must submit bid security at 3 percent of the estimated price for their respective head, deposited through the Punjab e-Procurement System (eP) via Bank of Punjab before the opening date. Successful bidders shall furnish a performance guarantee at 5 percent of total contract value. Technical samples, brochures, and catalogues are mandatory and must be submitted at Special Branch Headquarters, Lahore on the tender opening date or within five days thereafter. All quoted rates must be inclusive of all applicable taxes and are valid until 30 June 2027. Income and sales tax registration certificates and all required supporting documents must accompany technical bids.
Bidding documents are available free of cost from the PPRA website at http://ppra.punjab.gov.pk and the Punjab e-Procurement System at http://ep.Punjab.gov.pk. E-bids comprising separate technical and financial proposal packages must be submitted online by 11:00 AM on 14 September 2026. Technical proposals will be opened the same day at 11:30 AM in the presence of bidders or authorized representatives; financial proposals remain sealed until after technical evaluation. Bidders must physically attend at Special Branch Headquarters, Roberts Club, Opposite Planning and Development Buildings, Near Civil Secretariat, Lahore (telephone 042-99213567) before 11:30 AM on opening date. The tender is governed by Punjab Procurement Rules 2014 under single-stage two-envelope bidding procedure.
