Description / Scope of Work
Special Branch Headquarters, Punjab Police Department, Lahore invites electronic bids through the Punjab e-Procurement System on a framework contract basis for the financial year 2026-27. The procurement covers four heads of accounts: Transport (estimated value 20 million rupees), Repair and Maintenance of Machinery and Equipment (15 million rupees), Lubricant or POL charges (3 million rupees), and Purchase of Livestock (3 million rupees), for a combined estimated value of 41 million rupees. This framework contract will operate throughout the financial year 2026-27 and is open to well-reputed, financially sound firms, bidders, companies, general order suppliers, manufacturers, or authorized agencies duly registered with relevant authorities including income tax, sales tax, Punjab sales tax, and professional tax where applicable. The procurement office is located at Roberts Club, Opposite Planning & Development Buildings, Near Civil Secretariat, Lahore.
Bidders must submit bid security at three percent of the estimated price for the respective head of account, deposited through the Punjab e-Procurement System via Bank of Punjab's online payment mechanism before the opening date. Bidders are required to be registered with relevant tax and professional authorities and must possess relevant previous experience in their respective fields. Upon acceptance of tender, successful bidders must furnish a performance guarantee at five percent of total contract value. Technical samples, brochures, and catalogues must be submitted at the Special Branch store either on the opening date or within five working days thereafter. All quoted rates must be inclusive of all applicable taxes and shall remain valid until 30 June 2027.
Bidding documents are available free of cost from the PPRA website at http://ppra.punjab.gov.pk and the Punjab e-Procurement System at http://ep.Punjab.gov.pk. Electronic bids comprising two separate packages—technical and financial proposals—must be submitted online through the Punjab e-Procurement System before 11:00 AM on 15 September 2026. Technical proposals will be opened on 15 September 2026 at 11:30 AM in the presence of bidders or their authorized representatives, while financial proposals remain sealed until technical evaluation is completed. Bidders or their representatives must sign the attendance sheet at Special Branch Headquarters, Lahore, before 11:30 AM on the opening date.
