Description / Scope of Work
The C&W Highway Division Abbottabad invites electronic bids for the establishment of 50 primary schools with pre-fabricated light gauge steel (LGS) structures across Khyber Pakhtunkhwa. This tender covers LOT-I comprising five school units located at GPS Banda Batang No. 1 Abbottabad, GGPS Basala Abbottabad, GPS Dewsar Mastuj Upper Chitral, GGPS Dhoke Ghakran Khanpur Haripur, and GGPS Adina No. 1 Razar Swabi. The estimated cost is PKR 246.60 million for all five schools under an Engineering Procurement and Construction (EPC) mode contract. The work includes complete detailed design, construction drawings development, civil works for main school building and toilet blocks, boundary walls, protection/retaining walls, external development, and full electrical and plumbing installations. The project must be completed within 180 working days with a 12-month defect liability period. All five school units constitute a single procurement package evaluated as one lot.
Bidders must be registered with the Khyber Pakhtunkhwa Revenue Authority (KPRA) and hold valid PEC registration with category C3 or above in relevant construction codes. Bid security of 5% of the engineer's estimate (PKR 12,330,000) is required for bids quoted up to 10% below estimate; bids quoted 10-20% below estimate require additional security of 8% plus the base 5% security. Valid NTN/Income Tax certificates, company financial soundness documentation, relevant project experience, and technical capability for LGS construction are mandatory. Bidders must submit an affidavit confirming they are not blacklisted and have no ongoing litigation with the C&W Highway Division. A tender form fee of 0.05% of engineer's cost must be deposited as non-refundable call deposit.
Bidding documents are available for download from the E-PAD system and KPPRA website, with optional hard copies available at the procuring entity's office upon payment of PKR 5,000 printing fee. Bids must be submitted online through the E-PAD system by 09-10-2026 at 12:00 PM, with technical bids opened the same day at 12:30 PM. Original affidavits and bid security documents must be submitted in separate marked envelopes to the Executive Engineer's office.
