Description / Scope of Work
The Aircraft Manufacturing Factory of Pakistan Aeronautical Complex Kamra invites tenders for supply of stores as detailed in the Schedule of Store on a single stage two envelope basis. The tender reference is AMF/751-A/4606/119/Log issued by the Directorate of Logistics 751-A located in Kamra, Attock District, Punjab province. The contract shall be governed by PACB-10 General Conditions and the agreement will be executed on PACB-03 Contract Form in accordance with the Indian Contract Act, 1872. Stores must be supplied within a maximum delivery period of 90 days after contract signing, with preference given to offers with minimal delivery schedules. Quotations remain valid until 30 June 2027.
Eligible bidders must possess a valid National Tax Number (NTN) and Sales Tax Registration Number (STRN), with proof of active status on the FBR Active Taxpayer List (ATL) being mandatory. Bidders must not be blacklisted or debarred by any procuring agency and must provide a Bid Security in the form of Pay Order, Demand Draft, or CDR as specified in the bidding documents. A performance bank guarantee of 10 percent of the contract value is required upon award. Firms with allied or sister concerns participating in the same tender are ineligible, and those who have defaulted on two contracts with PAC factories cannot participate until satisfactory conclusion. Any ongoing legal proceedings must be disclosed with the technical proposal.
Technical offers without prices must be submitted in a sealed envelope clearly marked "Technical Offer – Without Prices" along with Bid Security and completed Forms PACB-02A and PACB-02B. Financial offers indicating unit prices, GST, and total prices must be enclosed in a separate sealed envelope marked "Financial Offer". Both envelopes should be placed together in one cover addressed to the Directorate of Logistics 751-A at PAC Kamra and must be received by the date and time specified in Annex B of the tender notice. Technical offers will be opened on the scheduled date; financial offers of technically accepted bids will be opened subsequently.
